Those therms are not the same. The first one deals with Business Strategy, Technology Requirements and Design as a way of thinking. The second one goes through the appealing and aesthetics of the whole interface, ensuring that the experience has visual consistency and is fun for the user.

The key to create an unforgettable user experience is to understand well your users and balance with the business goals. A good way to know who are your users is doing research about them, about the way they use the product, what are their motivations and if they suggest improvements.
Once you've done this research, you can create personas.

If your platform, website or app overwhelm users with too much information or make them feel “lost” while navigating through pages, this will give them bad experience on that product, brand or service. To avoid these situations, a process called Information Architecture is performed with the purpose of structure, label, and organize the content to enable users to find exactly what they need and reach their goal.

Wireframe and link the pieces

Wireframes are schematic blueprints that represent the app skeleton. They show navigation structures, representative content, calls-to-action, features, actions and they usually lack typographic style, color and imagery. This allow to test and fail fast, without losing time defining visual systems and getting focus on how things will work. 
Interconnecting these wireframes will facilitate the view in a high level of detail, the main paths the user can take while navigate through the platform - At this phase we usually we use a prototyping tool to test and validate this paths with real users.

The visual design concept reflects the creative and inspirational work in a series of screens, pages and visual elements like icons, buttons, images and typography that you use to interact with a device.
UI design produces a solutions’ skin and it is crucial to create a product that delight users. At this step, designers have also to consider transitions, animations and gestures in order to communicate, as well as possible, the content that users are accessing.

Observe the users interacting with the system and identify improvement points is part of the UX process that doesn’t end when you launch your platform. Measure the impact of the experience is an important procedure and you can do it usability tests, google analytics, metrics and other online tools.
